Individuals who live outside Illinois can submit fingerprints via traditional ink cards, which are then scanned and transmitted electronically to the Illinois State Police (ISP) through an authorized vendor (Archroute).

How OOS Card Scan Works

1. OOS Card Scan Process 

Use the “Schedule an Appointment” feature on our website to begin the card scan process. Just click the orange button, choose “OOS Card Scan,” and follow the steps provided. It’s quick and simple.
You will receive Mailing instructions and the fingerprint card requirements.

2. Get Your Fingerprints Taken Locally
Visit your local law enforcement agency or fingerprinting provider to complete your FD-258 card.

3. Mail Your Fingerprint Card to Us
Include your signed OOS authorization form, application details, and ORI/Purpose Code if listed.

4. We Digitize & Transmit Your Prints
Your ink card is scanned and electronically submitted to the Illinois State Police using the correct transaction codes.

5. Confirmation Sent to You
You receive your TCN code once your prints have been submitted successfully.

What to Bring / What to Send

Applicants should include:

  • A completed FD-258 fingerprint card
  • Your application paperwork, including ORI and purpose code if listed
  • Signed authorization forms included on the OOS form
